PVR Scholarship for Civic Engagement
June 2024 Inaugural Year
Awarded to graduates of Russell High School and St.Thomas Aquinas CHS intending to pursue post-secondary education, this scholarship emphasizes political involvement, community service, civic skills development, and social justice engagement. Scholarship is not based on grades or volunteer hours, and inclusivity should be considered apriority. Nominations include candidates in trade school or part-time studies, participants in student council elections, and students balancing academics with part-time work.
Criteria for Award: To qualify for this scholarship, candidates must be nominated by three teachers. Eligible students intending to pursue post-secondary education in any field must have demonstrated civic engagement, defined as actively participating in school or community activities to enhance conditions for others or to help shape the community’s future.
Russell 125 Celebrations
2023: Celebrating 125 Years of Russell’s Vibrant Legacy!
In 2023, Russell joyously commemorated the 125th anniversary of the Police Village of Russell (PVR). Established in 1898 by the United Counties of Prescott and Russell, our community thrived through shared participation, volunteerism, and jubilant celebrations of our rich heritage.
History Unveiled: The Story of the “Police Village”
Back in the late 1800s, Ontario birthed Police Villages where tight-knit communities, like ours, ensured public order, wooden sidewalks, minor street lighting, and other rural advancements. Russell, proudly the last standing Police Village in Ontario, continues to embrace its distinctive legacy.
The Heartbeat of Russell: The PVR Trust
In 2000, following the sale of Russell’s Hydro Electric System to Ontario Hydro, the esteemed PVR Trust emerged. Composed of a dedicated 3-member board elected during municipal elections, this Trust preserves a principal fund of $1 million. From this fund, the Trustees judiciously allocate investment revenues to empower local community groups, fostering projects that enrich and uplift our beloved Russell.
Russell celebrated its enduring spirit and collective achievements throughout this milestone year, reflecting on a legacy of community strength and unity.
Several special initiatives for these celebrations received partial funding from the PVR Trust, such as the new Russell street blades, the electrification of MacDougall Park, the Autumn in the Country festival, and the installation of the new “Welcome to Russell” signage greeting residents and visitors as they enter our village.
