Russell 125

2023 marked the 125th anniversary of the Police Village of Russell (PVR).

The PVR Trust was incorporated in 1898 by the United Counties of Prescott and Russell.

Residents came together to participate, volunteer, and celebrate our treasured heritage.

History: Why a "Police Village"?

Police Villages were established in Ontario in the late 1800s, where a local population was too small to form a municipality. Their original purpose included maintaining public order (hence “police”), wooden sidewalks, minor street lighting, and other projects in a rural area.  Most Police Villages were amalgamated into municipalities in 1971. 

Russell has the distinction of being the last Police Village in Ontario!

The Russell Village Trust

A PVR Trust was established in 2000, after the sale of the Russell Hydro Electric System assets to Ontario Hydro. The PVR Trustees, a 3-member board elected at the time of Municipal elections in Ontario, maintains the principal of the fund at $1 million dollars. The Trustees review applications submitted by Russell community groups and determine investment revenues available to support their projects, for the benefit of the community at large.
